Vintage Two Pipe Steam Engine Whistle Train?

This vintage steam whistle with two pipes has writing on it but all we can make out is pat pend and a few letters here and there. We are not sure whether this came off of a train or something else but it has a lever for triggering the release of steam and appears to be complete. There is some staining/discoloration mainly below where the steam comes out and it measures about 12" in length.
